1 lb flank steak, thinly sliced against the grain

2 tablespoons soy sauce

1 teaspoon cornstarch

3 tablespoons vegetable oil, divided

1 large onion, sliced

1 red bell pepper, sliced

1 green bell pepper, sliced

3 cloves garlic, minced

1/2 teaspoon ground black pepper

1/2 teaspoon white pepper (optional)

1 tablespoon oyster sauce

2 teaspoons rice vinegar

1 teaspoon sesame oil

2 green onions, chopped (for garnish)

Cooked jasmine rice or noodles, for serving

Marinate the Steak: In a bowl, combine the sliced flank steak with soy sauce and cornstarch. Marinate for at least 30 minutes to enhance flavor and tenderness.

    Prepare the Sauce: In a small bowl, mix together oyster sauce, rice vinegar, sesame oil, and ground black and white pepper. Set aside.

      Sauté the Vegetables: Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the sliced onion and bell peppers. Stir-fry for about 4-5 minutes until they are just tender but still crisp. Remove the vegetables from the pan and set aside.

        Cook the Steak: In the same skillet, add the remaining 2 tablespoons of vegetable oil. Once the oil is hot, add the marinated steak in a single layer. Sear the steak for about 2-3 minutes on each side until browned and cooked to your desired doneness.

          Combine Ingredients: Once the steak is cooked, add the minced garlic and stir-fry for an additional 30 seconds until fragrant. Return the sautéed onions and bell peppers to the skillet. Pour the sauce mixture over the steak and vegetables, tossing everything together until evenly coated and heated through, around 2 minutes.

            Serve: Transfer the sizzling pepper steak to a serving platter. Garnish with chopped green onions and serve immediately over jasmine rice or noodles.
